Dubai REST App 2026: What It Does and How to Use It

‍

Dubai REST is the Dubai Land Department's (DLD) real estate app for property owners, tenants, brokers, developers and investors. It is free to download on Android and Apple devices. DLD says it lets owners see a property wallet, register, renew and cancel tenancy contracts, request letters and maps, pay service charges, check rental and sale indices and follow off-plan project progress. You can register through UAE Pass, and each service has its own fee, if any.

This guide is based on DLD's Dubai REST page, DLD's 15 December 2023 announcement, DLD's own user guides and the Apple App Store and Google Play listings, all as of October 2026. It covers only services these sources name.

‍

What Is Dubai REST?

DLD calls Dubai REST the smart real estate platform for the services used by property owners, tenants, real estate brokers, developers, real estate valuators, investors and other market participants (DLD, as of October 2026). The app is published under DLD's own name on both stores. The Apple listing shows the first release in October 2018, and both stores showed an update dated 5 October 2026.

The core idea is a real estate wallet. DLD says owners can see their properties in one place, with information on current prices, rental return and service charges, then start requests from the same screen. Tenants use it for lease services and rental disputes.

‍

What Can You Do in the Dubai REST App?

The table groups the services DLD names on its Dubai REST page and in its 2023 announcement. Open the app to see what is available for your own property or contract.

How to Download and Register

Download Dubai REST from the Apple App Store or Google Play. On the Apple listing the app is free, needs iOS 15.5 or later and is published by Dubai Land Department. Google Play shows more than 500,000 downloads. Check that the publisher is Dubai Land Department before you install.

Register with UAE Pass

DLD's Register via UAE Pass guide gives these steps:

  1. Open the Dubai REST app and select Settings from the bottom tab, or the profile icon at the top right, to log in or register.
  2. Select Registration.
  3. Select UAE Pass from the options shown.
  4. You are redirected to the UAE Pass app to authenticate.
  5. Check the personal details that are filled in for you.
  6. Attach the required documents and submit.

DLD describes UAE Pass as the national digital identity and signature solution that works with smartphone authentication. You therefore need UAE Pass set up before you start this route.

Logging in once you are registered

DLD's eNOC guide says owners can log in with any one of Emirates ID, title deed, mobile number or UAE PASS. Follow the login screen in the app.

‍

What You Need Before You Start

  • UAE Pass for registration, or one of the other login options DLD lists: Emirates ID, title deed or mobile number.
  • For a property request, details that identify the property, such as the title deed or the area and land numbers.
  • For a lease request, the tenancy contract details, so the information you enter matches the signed contract. See our Ejari registration guide for the documents.
  • A payment method for the Noqodi electronic payment portal, which DLD names as the payment route.

‍

Step by Step: Three Common Tasks

1. Register or renew a tenancy contract

DLD's Ejari service page lists two routes. At a service centre you visit a Real Estate Trustee Center or the property management company, submit documents and collect the e-Contract Registration Certificate. Through Ejari or Dubai REST you log in, choose the service, fill in the information, upload documents and pay the fee, if any. A DLD employee then reviews and approves the request, and the certificate arrives by email. Fees are in our Ejari registration guide and on the DLD page.

2. Request an eNOC for a sale

This applies to ready properties run by an owners' association management company, where the owner receives service charge invoices from the Mollak system. Per DLD's eNOC guide, the owner opens the app, logs in, chooses the property type and the property, opens the More menu, selects eNOC Request, enters the buyer type and details, attaches documents and submits. Note the reference number to track the request.

DLD says the request takes 3 to 5 working days and that the eNOC is not a substitute for the developer NOC. If you have no Dubai REST login, DLD says you can apply through the management company's channel. For the wider process, see our NOC for property sale guide.

3. Check an off-plan project

Dubai REST shows completion percentage, project pictures and the escrow account number for off-plan projects, according to DLD. DLD's Project Status Enquiry service works through the website or the app: enter the land number, project number or project name and the details appear. DLD also offers the service through WhatsApp on 8004488. Pair the result with the sales and purchase agreement and the buyer's registration steps in our Oqood guide.

‍

Fees and Payment

The app itself is free to download. DLD's Ejari page describes paying the service fee "if any" as a step, so charges attach to the service and not to the app. DLD says electronic payment runs through its Noqodi payment portal. Government fees for transactions such as a sale transfer are separate from the app and are covered in our DLD fees guide.

Service charges are a payment you may make in the app. DLD says owners can pay service charge fees there and view the service charge index. For how charges work in general, see our Dubai service charges guide.

‍

What Dubai REST Does Not Do

  • It is not a trustee office. A standard sale transfer is registered at a registration trustee office. DLD lists the RT and PT office directories in the app and on its website. See our trustee office guide.
  • It does not issue a developer NOC. The eNOC in the app comes from the management company for eligible properties, and DLD says it does not replace the developer NOC.
  • It does not value your property for you. The wallet shows price and rental return information, and you can submit a property evaluation request. A valuation for a mortgage or sale is a separate step, covered in our valuation guide.
  • It does not guarantee a return. Indices and wallet figures are reference information, not a promise of what your property will rent or sell for.
  • It does not settle a rental dispute. You can submit and follow a case. The decision comes from the Rental Dispute Centre. See our Rental Dispute Centre guide.

‍

Common Problems and Where to Get Help

User ratings are mixed. The Apple listing shows 2.4 out of 5 from 521 ratings and Google Play shows 3.5 stars, as of October 2026, and several reviews describe login, registration and email verification problems. Start a lease renewal or an eNOC request well before any deadline.

DLD's Contact Us page lists the Malik AI assistant, live chat, a WhatsApp chat, a technical request form and a support line on +971 8004488. Customer service hours are Monday to Thursday 7:30 AM to 3:30 PM and Friday 7:30 AM to 12:00 PM, and phone and chat support runs Monday to Friday 7:30 AM to 4:30 PM.

‍

The Takeaway

Dubai REST is the official DLD app for day-to-day property tasks: leases, service charges, indices, project checks and requests such as the eNOC. Set up UAE Pass or another accepted login before you need it, and confirm the fee and channel for each service on its DLD page. A sale transfer still goes through a trustee office. If this is your first purchase, start with our first-time buyer roadmap.

What is the Dubai REST app?

Dubai REST is the Dubai Land Department's real estate app. DLD describes it as a smart platform for property owners, tenants, brokers, developers, valuers and investors. It holds a property wallet, lease services, rental and sale indices, service charge payments and information on off-plan projects. It is free to download on Android and Apple devices.

Is the Dubai REST app free?

The app is listed as free to download on the Apple App Store and Google Play. Individual services can carry their own fees, which are shown when you submit a request, and DLD says payment goes through the Noqodi electronic payment portal. Check the fee on the DLD service page or in the app before you pay.

Do I need UAE Pass to use Dubai REST?

DLD publishes a step-by-step guide for registering through UAE Pass, and its eNOC guide lists four login options: Emirates ID, title deed, mobile number or UAE PASS. So UAE Pass is one route, not the only one. Follow the login screen in the app, and contact DLD support if your details are not accepted.

Can I check a developer or an off-plan project in Dubai REST?

Yes. DLD says the app shows off-plan project details such as the percentage of completion, actual project pictures and the escrow account number, and lists certified developers. DLD's Project Status Enquiry also works with a land number, project number or project name. Use both before you pay a booking deposit.

Can foreigners use Dubai REST?

DLD describes the users as owners, tenants, brokers, developers, valuers, investors and all beneficiaries of the real estate market, and its description contains no nationality condition. In practice you need a login method the app accepts. If you cannot register, contact DLD support on +971 8004488.

Does Dubai REST replace a trustee office?

Not for every transaction. DLD's Ejari page offers a trustee centre or Dubai REST for tenancy registration, so that service can be done in the app. A standard sale transfer is registered through a registration trustee office, as our trustee office guide explains. Confirm the channel for your service on its DLD page.

Where do I get help if the app does not work?

DLD's Contact Us page lists a Malik AI assistant, live chat, a WhatsApp chat, a technical request form and a support line on +971 8004488. Customer service hours are Monday to Thursday 7:30 AM to 3:30 PM and Friday 7:30 AM to 12:00 PM, and phone and chat support runs Monday to Friday 7:30 AM to 4:30 PM, as of October 2026.
