NOC for Property Sale in Dubai: Cost, Process & Documents 2026

For a standard property sale in a Dubai freehold area, DLD currently requires an electronic NOC from the developer through Dubai REST. There is no single DLD-published developer NOC fee for every property; the charge and additional requirements can vary by developer and transaction (checked October 2026, DLD sale registration).

A no objection certificate (NOC) is written confirmation from a party with a stake in the property, usually the developer or the owners' association management company, and the bank if there is a mortgage, that it does not object to the sale. The NOC is the step sellers most often underestimate. It sits between signing the sale agreement and the visit to the registration trustee office, and it depends on someone else's process. To see what happens at transfer, read our trustee office guide next. This guide separates what DLD publishes from what the market reports, because the two are often mixed together. All DLD figures were checked in October 2026.

What an NOC Is and Who Issues It

The word covers several different documents. Which one you need depends on the property and who has a claim on it.

CertificateIssued byWhen it comes up
Developer e-NOCThe developer, requested through DLD's Dubai REST appStandard freehold sales, where DLD's sale page lists it as a required document, and the resale of an off-plan unit before it is transferred to the land registry. DLD's FAQ says resale is possible after obtaining the developer's NOC.
Management company clearance (eNOC)The owners' association management company, through DLD's Dubai REST appReady properties it manages, where the owner receives service charge invoices from DLD's Mollak system (DLD eNOC guide).
Bank clearance and release letterThe mortgage lenderSale of a mortgaged property. DLD says the sale completes only after the mortgage release letter is submitted.

NOC, Form F and Title Deed: Three Different Documents

DocumentWhat it isIts role in a sale
NOCA clearance document, usually from the developer and sometimes from a management company or bankRequired as part of the transfer. It is not proof of ownership and not the sale agreement.
Form FThe RERA memorandum of understanding between buyer and seller, as described in Bayut's guide to RERA formsRecords the agreed sale terms, signed through the brokerage process, before the transfer.
Title deedThe ownership document issued by DLDDLD lists the electronic title deed as an output of sale registration. Ownership changes through DLD registration.

Which NOC Does Your Unit Need?

Not every Dubai NOC is the same document. The required certificate depends on the property and the transaction. For a standard freehold sale, DLD's sale registration page currently lists an electronic NOC from the developer, requested through the Dubai REST app. DLD's eNOC guide covers ready properties that an owners' association management company runs through the Mollak system: the management company processes that request and has the option to contact the developer if needed. Other transactions can involve additional clearances from banks, jointly owned property management or other parties.

The practical answer is to ask two questions before you list: who manages the building, and which certificate will they and the trustee office accept for your unit. If the answer differs between the developer and the management company, get it in writing.

The NOC Process at a Glance

  1. Agree the sale. Sign the sale agreement with the buyer.
  2. Check the developer's and property's requirements, including who manages the building.
  3. Resolve any applicable balances and documents before you apply.
  4. Request the developer e-NOC or the clearance your unit requires.
  5. Receive the approval and note its validity.
  6. Complete the sale registration through the appropriate DLD channel, usually a registration trustee office. See our trustee office guide.

The eNOC Steps in the Dubai REST App

These are the steps in DLD's own eNOC guide (DLD eNOC guide):

  1. Open the Dubai REST app and log in with your Emirates ID, title deed, mobile number or UAE PASS.
  2. Select the property type and your property.
  3. Open the More menu and choose eNOC Request.
  4. Check the listed steps, then select the buyer type and enter the buyer's information.
  5. Verify your personal details and attach the required documents.
  6. Add or remove buyers, submit, and note the reference number to track the request.

The management company then processes the request. It replies with an approval that carries a validity date, or a rejection with reasons. If it is rejected, you can resubmit once the reasons are fixed. The approval arrives by email with the status and validity of the request. If you do not have a Dubai REST login, DLD says you can apply through the management company's channel.

Because the form asks for the buyer's details, you need a buyer lined up before you file. That is another reason to sign the sale agreement first.

What Does the Developer Check?

Depending on the developer and property, the NOC process may involve checks for outstanding balances, service-charge status and other property-related requirements. Ask the developer for its current checklist rather than assuming every developer follows the same process.

How Long Does an NOC Take?

Where DLD publishes a 3 to 5 working-day timeframe for the applicable electronic NOC service (its eNOC FAQ), treat that as the service timeframe rather than a guarantee that every developer and property case will complete in the same period. Missing documents, outstanding balances or developer-specific checks can extend the overall process. For a developer NOC we found no official timeframe, and developers run their own systems and queues. Ask for the turnaround when you apply. Any rejection and resubmission adds to the total.

When Should I Apply?

Once the sale terms are agreed and you know the transfer timetable, check the developer's current NOC process immediately. Do not wait until the planned transfer date, because missing documents, account balances or transaction-specific requirements can delay completion.

Documents

DLD's eNOC guide says only that you attach the required documents, and does not list them. Property Finder's guide lists a completed application form, the Emirates IDs of the seller and buyer, and transaction details such as the price and date of sale. Developers use their own forms, so ask what they want. Gather these before you apply:

  • Title deed or Oqood certificate, and your ID.
  • The signed sale agreement showing the buyer and the price.
  • The buyer's identity details.
  • A service charge statement or receipts showing the account position.
  • For a mortgaged property, the bank's settlement figure and release letter.

Outstanding Service Charges and Other Blockers

Outstanding service charges or other property balances can affect the developer or management clearance process. Confirm the account position before applying for the NOC. Check your balance on the Mollak invoice or portal before you list. Our guide to Dubai service charges explains how they are set and where to check them.

Other things that can stop a certificate are a mortgage that has not been settled or released, and a management company that rejects the request for reasons it must state. The DLD process lets you resubmit once those reasons are fixed.

What Does an NOC Cost?

DLD does not publish one universal developer NOC fee for standard property sales. Ask the developer for the current charge in writing before budgeting for the transaction. The amount depends on the developer and project, and DLD's eNOC guide and sale registration page do not list an NOC fee, so treat any figure you see online as a market report, not an official rate.

Ask what the charge covers and whether express processing exists. Our guide to DLD fees covers the other costs of a sale and our guide to selling property in Dubai walks through the seller's side from listing to payment.

Who Pays the NOC Fee?

DLD's sale-registration page does not establish one universal rule assigning a developer NOC charge to buyer or seller. In practice, responsibility should be confirmed in the transaction terms and with the developer.

Does an NOC Expire?

There is no universal validity period for developer NOCs. DLD's eNOC approval shows the validity of the request, so there is a date. Check the certificate and ask the developer how long it stays valid, and book your trustee visit well inside that window. If it lapses, ask whether you need a fresh request.

Does a Mortgaged Property Need a Different NOC?

A mortgaged sale can require bank clearance and release documentation in addition to the property-sale NOC process. The exact sequence depends on the mortgage and transaction structure, so a mortgaged resale should not be treated as the same workflow as an unencumbered cash sale. See the mortgaged transfer steps in our trustee office guide and the lending rules in our UAE mortgage guide.

Off-Plan Resale: Conditions Set by the Developer

An off-plan resale or assignment follows the project's provisional-registration framework and the developer's transfer conditions. The developer may impose payment or other contractual conditions before approving a resale. Do not assume the standard completed-property sale process applies unchanged. DLD's FAQ says resale of an off-plan unit before it is transferred to the land registry is possible after obtaining the developer's NOC. Read the assignment clause before you list. Our Oqood guide covers the surrounding process.

After the NOC: What Happens Next

With the NOC issued, the sale moves to the registration trustee office, where DLD lists the electronic title deed as the output of sale registration. Our trustee office guide walks through that visit, including documents and timing. For the amounts involved see our guide to DLD fees, and for preparing your own sale see our guide to selling property in Dubai. If your buyer needs a mortgage, the bank's own valuation also comes into play: see our property valuation guide.

The Takeaway

Start the NOC early, find out which certificate your unit needs, check the account position first, and get the fee and validity in writing. Nothing here replaces the instructions from your own developer or management company, because their process decides what they will accept.

What is an NOC for a property sale in Dubai?

An NOC is written confirmation that the developer, the owners' association management company or the mortgage lender does not object to the sale. For a standard freehold sale DLD lists a developer e-NOC as a required document, and says an off-plan unit can be resold after the developer's NOC. A mortgaged sale also needs the bank's release letter.

Do I need an NOC to sell property in Dubai?

For a standard sale in a freehold area, DLD's sale registration page lists an electronic NOC from the developer, requested through Dubai REST, as a required document. DLD's FAQ also says an off-plan unit can be resold after obtaining the developer's NOC. Check with your developer which clearance applies to your unit before you agree a completion date.

How much does a property NOC cost in Dubai?

DLD does not publish one universal developer NOC fee for standard property sales. Ask the developer for the current charge in writing before budgeting for the transaction. The amount depends on the developer and project. Ask what the charge covers and whether express processing exists.

How long does a property NOC take?

DLD's eNOC FAQ says an eNOC request takes 3 to 5 working days to process. Treat that as the service timeframe, not a guarantee that every developer and property case will finish in the same period. Missing documents, outstanding balances or developer-specific checks can extend the overall process. We found no official timeframe for developer NOCs.

Are all Dubai property NOCs the same?

No. The required NOC depends on the property and transaction. For a standard sale in a freehold area, DLD currently lists an electronic NOC from the developer through Dubai REST. Other transactions can involve additional clearances from banks, jointly owned property management or other parties. Confirm the exact requirement for your unit before transfer.

Does an NOC expire?

There is no universal validity period for developer NOCs. DLD's eNOC approval comes by email with its status and validity, so check the certificate itself and ask the developer how long yours lasts. Book the trustee office appointment inside that window so you do not have to apply again.

Who pays the NOC fee?

DLD's sale-registration page does not establish one universal rule assigning a developer NOC charge to buyer or seller. In practice, responsibility should be confirmed in the transaction terms and with the developer. Settle it in your sale agreement before you list, and ask for the exact charge in writing.

Can I sell an off-plan property without developer approval?

Generally not before the unit is transferred to the land registry. DLD's FAQ says resale is possible after obtaining a No Objection Certificate from the developer. The developer may add payment or other contractual conditions before approving a resale, so read your assignment clause and ask the developer for its process before you list.

Is an NOC the same as a title deed?

No. An NOC is a clearance document used as part of a transaction. The title deed is the ownership document: ownership changes through DLD registration, and DLD lists the electronic title deed as an output of sale registration. You need the right NOC before the transfer, and the title deed follows registration.

Is an NOC the same as Form F?

No. Form F is the memorandum of understanding between buyer and seller, which Bayut's guide to RERA forms describes as the sale agreement signed through the brokerage process. The NOC is the no-objection or clearance document required for the transfer. Form F records the deal; the NOC is part of what lets it be registered.
