Dubai Property Trustee Offices: Transfer Process, Fees & Documents

A Dubai Real Estate Registration Trustee office is an authorised DLD service centre that processes property transactions such as sale and mortgage registration. For a standard sale worth AED 500,000 or more, DLD currently lists a service-partner fee of AED 4,000 plus VAT, in addition to the 4% property registration charge and applicable title and map fees (checked October 2026, DLD sale registration).

Most of the work happens before you walk in: the price is agreed, the agreement is signed, the seller has the right clearances and the buyer has the cheques or mortgage approval ready. This guide covers when you need an office, the documents, the fees DLD publishes, and the cases that change the routine. For the surrounding steps see our NOC guide, our guide to selling property in Dubai and our guide to DLD fees.

What a Registration Trustee Office Does

DLD describes itself as the only body legally authorised to register real estate transactions in Dubai, and it says a transaction that is not registered in its records is invalid (DLD FAQ). Registration trustee offices are the walk-in channel for that job. DLD's sale page names them as the service centres where a sale is registered, and its FAQ says the parties, or representatives acting under a power of attorney, are present at these centres.

There are two kinds of trustee centre on DLD's website, and they do different work:

DLD's directory listed 19 Real Estate Registration Trustee offices when checked in October 2026. We do not list them here. Use DLD's official RT Offices directory, not an advertisement or a search result, and check the office's hours and the services it handles before you go.

When You Need a Trustee Office

SituationWhere it is registeredWhat to know
Resale of a ready propertyRT officeThe standard route. DLD lists a 25-minute service time for a standard request once the required documents and transaction are ready.
Sale of a mortgaged propertyRT officeFollows a separate DLD service. See "Mortgaged Transfers Work Differently" below.
Gift to a first-degree relativeRT officeDLD's gift fee is based on a valuation. See DLD gift registration and our valuation guide.
Mortgage registration for a buyerThe bank's online link to DLD, or an RT officeOnly if a mortgage is being registered. DLD lists 20 to 25 minutes and a 0.25% mortgage registration fee.
Inheritance transferTrustee centres or the DLD main buildingNeeds the legal inheritance notification and a court letter.
Buying off-plan from a developerDeveloper's registration system (Oqood)Developer transactions go through the developers' self-registration system, not the trustee counter.

Off-plan purchases from a developer normally involve initial registration through Oqood, not this process. See our Oqood guide. Not every sale needs a trip either: eligible straightforward transactions may be completed digitally through Dubai Now, covered below.

The Process for a Ready Property Sale, Step by Step

  1. Agree the deal in writing. Buyer and seller sign a sale agreement. In the Dubai market this is the RERA Form F memorandum of understanding, which is only a valid contract once both sides have signed and the agent has witnessed and dated it (Bayut guide to RERA forms).
  2. Get the developer's no objection certificate. For freehold areas DLD lists an e-NOC from the developer, requested through the Dubai REST app, as a required document. Our guide to the NOC for a property sale covers how long it takes and what can hold it up.
  3. Line up the money. Manager's cheques are an accepted payment method at the trustee office, alongside ePay, Dubai Pay and the Noqodi wallet. A buyer with a mortgage needs the bank's final approval and the bank's documents in place.
  4. Visit the office with the documents. Staff check the papers, flag anything missing and upload them to the digital vault.
  5. The employee enters and audits the transaction. You then pay the fees and receive a receipt by email.
  6. The buyer's details are entered. This is done with the buyer's Emirates ID or passport, and the request is submitted. Keep the reference number. You can follow the request under My Requests.
  7. Receive the electronic title deed and map. These are the documents DLD says it issues for a sale.

DLD lists 25 minutes as the service time for a standard sale-registration request once the required documents and transaction are ready. It should not be read as the total time needed to prepare or complete a property sale. DLD's FAQ gives an average of 30 minutes to register a sale when every document is available. The time goes on the steps before the visit: the NOC, the mortgage and getting both parties in the same place.

Documents to Bring

DLD currently lists these documents for individuals on its sale registration page:

  • The Emirates ID of both seller and buyer, used for identity verification only with no copies taken, or a valid passport for non-resident foreigners.
  • An e-NOC from the developer in freehold areas, requested through the Dubai REST app.

Depending on the transaction you may also need the items below. Offices can ask for more, so ask for their checklist when you book.

CaseExtra documents or conditions (per DLD)
Someone acting for the ownerA legal power of attorney. DLD's FAQ says its validity for transactions such as sale, mortgage and grants is two years, and for purchase five years from the date of notarisation.
Power of attorney issued abroadA power of attorney issued outside the UAE needs the required legalisation or ratification before it can be used for a DLD transaction. Check the current DLD and MOFA process before arranging the transfer. DLD's FAQ describes ratification by the notary public and Ministry of Foreign Affairs in the country of origin, the UAE embassy there, and then the UAE Ministry of Foreign Affairs.
A company is a partyThe company must be registered with DLD before the sale can be filed.
Mortgaged propertyA liability letter from the bank, or a developer's letter stating the remaining amount, and later the bank's mortgage release letter. See the mortgaged transfers section below.
Owner under 18A judgment approving the sale, from the Awqaf and Minors' Affairs Foundation or the competent court.
PaymentDLD lists ePay, Dubai Pay, the Noqodi wallet and manager's cheque for a sale. Confirm what your office accepts.

Our guide to powers of attorney for Dubai property explains the types and how to issue one from abroad.

DLD Fees at the Trustee Office

DLD's sale registration page lists three different kinds of charge (checked October 2026). Keep them apart when you budget, and confirm on the page before you pay.

CategoryItemAmount
DLD registration charge (4% in total)Seller2% of the sale value
DLD registration charge (4% in total)Buyer2% of the sale value
Registration Trustee / Service Partner feeSale of AED 500,000 or moreAED 4,000 plus VAT
Registration Trustee / Service Partner feeSale below AED 500,000AED 2,000 plus VAT
Other DLD chargesTitle deed issuanceAED 250
Other DLD chargesMap: villa or apartmentAED 250
Other DLD chargesMap: unified map under Dubai MunicipalityAED 225
Other DLD chargesMap: land outside Dubai MunicipalityAED 100
Other DLD chargesKnowledge fee and innovation feeAED 10 each

The Registration Trustee / Service Partner fee is a separate charge from the 4% DLD registration charge. Worked example, illustrative: an apartment sold for AED 1,000,000. These are the standard registration costs illustrated here, not the total cost of buying a AED 1,000,000 property. They exclude brokerage, mortgage costs, NOC, conveyancing and bank fees. The 4% DLD registration charge is AED 40,000. The Registration Trustee / Service Partner fee is AED 4,000 plus 5% VAT, so AED 4,200. Other DLD charges are AED 250 for the title deed, AED 250 for the apartment map and AED 10 each for the knowledge and innovation fees, AED 520 in all. The total is AED 40,000 + AED 4,200 + AED 250 + AED 250 + AED 20 = AED 44,720. DLD lists the 2% charges for each party, and who bears them is a matter for your sale agreement. Our guide to DLD fees in Dubai covers the wider cost of buying, including mortgage costs and agent commission.

Gifts are priced differently: DLD lists 0.125% of the property valuation with a minimum of AED 2,000, and for gifted land a valuation request must be filed first, while smart valuation is available for apartments and villas (DLD gift registration). Our valuation guide explains how those valuations work.

Mortgaged Transfers Work Differently

A sale of a mortgaged property does not follow the standard process above. It follows DLD's dedicated service, Registering the Sale of a Mortgaged Property, which says the sale is completed only after the bank's mortgage release letter is submitted. DLD lists 15 to 20 minutes for the service. The steps, as DLD lists them:

  1. Buyer and seller go to a registration trustee centre together.
  2. A registrar checks the documents, which are uploaded through the digital vault, and enters the transaction.
  3. The parties pay the fees and receive a receipt by email.
  4. DLD's auditor reviews the transaction. The buyer and seller then get a registration certificate link by email, and the seller receives the bank's indebtedness check to obtain a mortgage release certificate.
  5. Once the release letter is submitted, the registration is completed: the mortgage release, the sale and, if there is one, the new mortgage.

DLD's document list starts with a liability letter from the bank, or a letter from the developer stating the remaining amount. It also includes three manager's cheques: one to the bank or developer for the outstanding debt, one to the seller for any remaining balance, and one to DLD for the 4% fee. Ask your bank for its settlement figure early, because that sets the amount of the first cheque (DLD page).

A fee note on the same DLD page says the registrar's fees are exempted if a mortgage is registered on the same day. If it is registered the next day, a service partner fee of AED 4,000 plus VAT is charged.

If you are buying with a mortgage, registering it is a separate step. DLD lists a mortgage registration fee of 0.25% of the mortgage value, AED 250 for each title deed issued, and a service partner fee of AED 4,000 plus VAT when it is done through a trustee office (DLD mortgage registration), with 20 to 25 minutes for the service. DLD says the bank can register it through its own online link to DLD or at a trustee centre, and your bank tells you which documents it needs from you. Our UAE mortgage guide covers the lending rules, and our guide to selling property in Dubai walks through the seller's side from listing to payment.

Owners Abroad: Powers of Attorney and Video Calls

A seller who cannot travel has two routes in DLD's FAQ. One is a power of attorney, with the validity and legalisation rules in the documents table above. The other is a recorded video call: for a call from outside the UAE, DLD says an email goes to the centre's directors with the property details, sale amount and the seller's identity and bank details, and the trustee's office records the call and approves registration. Ask the office which route it prefers before you book.

The Digital Alternative: Dubai Now

Eligible straightforward transactions may be completed digitally through Dubai Now at a lower service-partner fee, subject to DLD's conditions (Buy or Sell Property via Dubai Now). You generate the sale and purchase agreement in the app, sign it, move the purchase amount and fees to an escrow account and then see the title deed. DLD lists the digital service time as instant once the transaction meets the eligibility requirements and the required steps are completed. Eligibility, as DLD states it:

  • The service is for individuals who hold a UAE ID. DLD lists UAE PASS as the required document.
  • The property must be in a freehold area and free of restrictions or mortgages.
  • It applies to subdivided units: apartments, offices and townhouses.
  • The sale amount and fees must go through a DLD-approved escrow account.
  • The procedure is cancelled automatically if it is not signed within 7 days.

DLD lists the same 2% for each party, a title deed fee of AED 250, a map fee of AED 250 for villas and apartments, and AED 30 each for the innovation and knowledge fees. For the service partners (Emirates Real Estate Solutions) it lists AED 1,000 for values of AED 500,000 or more and AED 500 below that, with VAT on those fees, against the AED 4,000 and AED 2,000 trustee office fees above. If your sale does not fit these conditions, the trustee office is the route.

Common Reasons a Visit Goes Wrong

The usual causes are an NOC that has not arrived (DLD lists 3 to 5 working days for an eNOC), a power of attorney that does not cover a sale or is out of date, and a debt figure from the bank that has changed since the cheques were cut. A company that is not yet registered with DLD also stops the filing.

The Takeaway

The trustee office is a short step at the end of a longer process. Arrive with the agreement signed, the NOC issued, the right identity documents and cheques that match the fee and settlement figures. For the wider buying process see our first-time buyer roadmap, and for the Oqood side of off-plan buying see our Oqood guide.

What is a property trustee office in Dubai?

A registration trustee office is a licensed centre that acts for the Dubai Land Department. Buyers and sellers go there to register a sale or mortgage. Staff check the documents, enter the transaction into DLD's system, collect the fees and issue the electronic title deed. DLD lists 19 such centres on its website (checked October 2026).

What is the difference between a DLD Registration Trustee and a Services Trustee?

A Registration Trustee (RT) office registers property dispositions such as sales and mortgages. A Real Estate Services Trustee (PT) centre handles other DLD services, including tenancy contract registration, valuation requests, heirs' registration, amendments to property or person data and property statements. DLD publishes a separate directory for each type, so check which one your service needs.

Do the buyer and seller both have to attend?

DLD says registrations are made with the parties present, or with representatives holding a legal power of attorney. Both parties' Emirates IDs or passports are needed for identity checks. Sellers abroad can use a power of attorney, or a recorded video call arranged through the trustee office. Ask the office which it accepts before booking.

How long does a property transfer take at a trustee office?

DLD lists 25 minutes as the service time for a standard sale-registration request once the documents and transaction are ready, and gives 30 minutes as an average. It is not the total time to prepare a sale. A mortgaged sale lists 15 to 20 minutes but cannot finish without the bank's release letter. The NOC and mortgage approval usually take longer.

How much is the trustee office fee?

DLD lists a Registration Trustee / Service Partner fee of AED 4,000 plus VAT for sales of AED 500,000 or more, and AED 2,000 plus VAT below that. With 5% VAT that is AED 4,200 or AED 2,100. This is separate from DLD's 4% registration charge and the title deed and map fees. Check DLD's page for current amounts.

What documents do I need to transfer property in Dubai?

DLD lists the Emirates ID of the seller and buyer, or a valid passport for non-resident foreigners, and a developer e-NOC in freehold areas. Depending on the transaction you may also need a power of attorney if someone acts for you, the bank's liability letter and release letter for a mortgaged property, company registration if a company is involved, and an accepted payment method.

Can I transfer property online without a trustee office?

Sometimes. DLD's Dubai Now service lets eligible individuals complete a sale digitally if they hold a UAE ID, the property is in a freehold area, it is a subdivided unit such as an apartment, office or townhouse, and it is free of restrictions and mortgages. The money goes through a DLD-approved escrow account. Other sales go through a registration trustee office.

Do I need a trustee office when buying off-plan?

Not for the original purchase from a developer. DLD says developer transactions are recorded through the developers' self-registration system, and off-plan buyers receive their registration through Oqood. A trustee office comes into play for resales and other later transactions, so check the process for your case.
