Dubai Property Valuation 2026: DLD, Bank & Market Valuation Explained

Dubai property valuation can mean several different things. DLD offers an official property-valuation service, mortgage lenders arrange their own independent bank valuation, and RERA-accredited valuation companies can provide private market valuations. For a residential apartment or villa, DLD currently lists a valuation fee of AED 4,000 plus AED 20 in knowledge and innovation fees (checked October 2026, DLD Property Valuation).

A Dubai property can have five different numbers attached to it: the seller's asking price, the transaction price registered with the Dubai Land Department (DLD), a DLD valuation certificate, the bank's valuation and an independent market valuation from an accredited valuer. They answer different questions and often disagree. For a mortgage buyer the bank's valuation matters most, because Property Finder reports that UAE banks lend against the lower of the agreed price and their own valuation, so a low valuation means you cover the gap in cash (Property Finder, checked October 2026).

This guide explains who produces each figure, what it costs where DLD or a bank publishes the amount, and where each one is used: mortgages, DLD fees, gifts, inheritance and the Golden Visa.

Asking Price vs Transaction Price

An asking price is what the seller hopes to get. A transaction price is what was actually agreed and registered. DLD's current service schedule allocates the 4% sale-registration charge as 2% to the seller and 2% to the buyer, and the registered figure is the one the charge is based on (DLD sale registration). Transaction contracts may separately determine how the commercial parties bear costs.

You can check real transactions yourself. DLD's open Real Estate Data page lets you search by date range, transaction type (sales, mortgages or gifts), ready or off-plan, area, usage and property type, and download the results as a CSV file. Each record shows the amount, the size in square metres, rooms, parking and the nearest metro, mall and landmark (DLD Real Estate Data). A recent transaction in the same building is generally more useful than a broad community asking-price average, but floor, view, condition, size and transaction date still matter. The data will not tell you the floor, the view or the condition, so use it to see the range of prices in a building, not to price your own unit to the dirham.

DLD Valuation: What It Is and How to Get One

DLD runs a property valuation service for vacant land, residential units, villas, agricultural land, commercial and industrial buildings and hotels (DLD Property Valuation). The request goes through a service trustee centre, the Dubai REST app or the Dubai Now app, and the output is an electronic valuation certificate.

ItemWhat DLD lists (checked October 2026)
Documents for every requestRequest form, letter from the owner with a passport or Emirates ID copy, municipality map (valid for one year) or planning map, and recent photos of the property
TimeDLD lists residential-unit and attached-villa valuation as an instant service once the application requirements are met. Other property types are listed at 7 working days
Fee, residential apartment or villa with its landAED 4,000, plus AED 10 knowledge fee and AED 10 innovation fee
Extra if filed at a service trustee centreService partner fee of AED 230 plus VAT for that category
PaymentePay, credit card or cash

DLD's other valuation fees are higher for other property types, for example AED 6,000 for agricultural land and its buildings and AED 15,000 for a hotel with its land, so confirm the category on the page. DLD also lists its Dubai Real Estate Valuation Guide on its Rules and Regulations page, dated 28 September 2026 (the PDF itself is marked first edition 2025). It is DLD's official reference for real estate valuation in Dubai. You can also check a certificate you have been shown: DLD's verification service is free and confirms the validity of certificates issued by DLD or by licensed valuation companies (DLD verification).

Bank Valuation: Why Lenders Want Their Own

The Central Bank of the UAE (CBUAE) requires an independent on-site valuation, by a qualified professional who is independent of the borrower, the seller, the developer and the loan decision, before a lender makes an irrevocable commitment. Each bank keeps a board-approved list of valuers, and the rulebook says appraisals should not reflect expected future price rises (CBUAE rulebook, Article 2).

In practice the bank arranges it. FAB's mortgage page, for example, has you arrange a valuation of your home with a FAB home representative once you have signed the memorandum of understanding, and lists the valuation fee among the bank charges (FAB). Emirates NBD's key facts statement lists a valuation charge of AED 3,150 including VAT for a completed property and describes it as an independent assessment of market value (Emirates NBD). Some banks refund the fee as a promotion: Mashreq's page advertises a property evaluation fee refund of AED 2,625 after a successful salary transfer, subject to its terms (Mashreq). Ask your own bank for its current charge. The Emirates NBD figure is one bank's published charge, not a typical range.

How a Low Bank Valuation Hits Your Deposit

The CBUAE caps the loan as a share of the value of the property. For an expatriate buying a first home below AED 5 million the maximum is 80%. It is 60% for a second home or investment property and 50% for any property bought off-plan. UAE nationals have higher limits on a first home (CBUAE rulebook, Article 3). The rulebook speaks of the value of the property, and Property Finder reports that banks apply it to the lower of the price and their valuation.

Worked example, illustrative: an expatriate buys a first home for AED 1,500,000 and the bank values it at AED 1,400,000.

BasisMaximum loan at 80%Cash needed for the price
Lending on the price (AED 1,500,000)AED 1,200,000AED 300,000
Lending on the lower bank valuation (AED 1,400,000)AED 1,120,000AED 380,000

The shortfall of AED 80,000 comes from your own funds. The 4% DLD registration charge still follows the sale price: 4% of AED 1,500,000 is AED 60,000. Before you sign, ask your agent or lawyer whether the agreement can be conditional on mortgage approval and valuation. Our UAE mortgage guide covers the loan rules in full.

Independent Market Valuation From an Accredited Valuer

DLD publishes the list of valuation companies accredited by RERA in Dubai, and it is free to view (Accredited real estate valuation companies). A private valuation gives you a figure from a valuer rather than an agent. It is a separate document from the bank's valuation, so a lender may still insist on its own valuer. Ask what comparable sales the valuer used and what date the figure is for. DLD's valuation guide says reports from accredited valuers are valid for 3 to 6 months from the date of issuance, unless otherwise agreed with the client or required by RERA.

Golden Visa through propertyDLD's qualifying property-value and documentation rules, not a bank or private valuation by itselfDLD Golden Visa service
Private planningAn accredited independent valuationDLD list of accredited valuation companies

For the Golden Visa, DLD's current investor service requires a qualifying property value of AED 2 million, wholly owned by the applicant, and specifies its own documentation. The property may be mortgaged. In that case DLD's service terms ask for a bank no-objection letter that states the bank does not object to the residence application and shows the paid amount and the outstanding balance. A private or bank valuation should not be assumed to establish Golden Visa eligibility by itself. Confirm the treatment of your property directly against the current DLD service requirements. See our Golden Visa through property guide for the conditions, and our DIFC wills guide if you are planning for inheritance. The gift and inheritance fees are on DLD's pages for gifts and inheritance.

How Does Valuation Work for an Off-Plan Property?

Bank financing rules differ for off-plan. The CBUAE caps loans on property bought off-plan at 50%, whatever the buyer or the price, and it says payments to the developer should follow completion milestones confirmed by the lender or an independent qualified professional. Project progress matters: you can check a project's completion percentage yourself through DLD's Project Status Enquiry, by project name, project number or land number (DLD Project Status Enquiry). The contract price is not automatically equal to the market value of a ready property, and no valuation should assume future price rises: the CBUAE rulebook says appraisals should not reflect expected future price rises. Our first-time buyer roadmap covers off-plan buying step by step.

A Short Checklist Before You Rely on a Number

  • Ask which kind of valuation it is, who ordered it, on what date, and how long it is valid.
  • Check the size in the same unit: DLD says to multiply square metres by 10.7639104 to get square feet.
  • Compare it with recent registered sales in the same building on DLD's data page.
  • Verify any certificate you are shown through DLD's free verification service.
  • If you are selling, remember the buyer's bank will do its own valuation. Our guide to selling property in Dubai covers pricing and timelines, and the NOC guide and trustee office guide cover the steps after.

The Takeaway

Treat an asking price as a starting point, the registered sale price as a fact about one deal, and the bank's valuation as the figure that decides your deposit. A DLD or private valuation is a separate certificate with its own purpose. Always ask which figure a rule, a fee or a lender is using.

What is the difference between a DLD valuation and a bank valuation?

A DLD valuation is a certificate issued through DLD's service, used for purposes such as registering a gift. A bank valuation is ordered by the lender from its own approved valuer and decides how much it will lend. The two can differ, and a lender may not accept a DLD certificate in place of its own valuation.

What is the difference between a property valuation and an appraisal in Dubai?

The terms are often used interchangeably, and DLD's own Dubai Real Estate Valuation Guide refers to both. What matters is who issued the figure and for what purpose: a DLD valuation certificate, a bank's valuation for a loan and a private valuation from an accredited valuer each serve a different use, so ask which one you are being shown.

How much does a property valuation cost in Dubai?

DLD lists AED 4,000 plus AED 20 in knowledge and innovation fees for a residential apartment or a villa with its land, and an extra AED 230 plus VAT at a service trustee centre. Banks charge their own fee: Emirates NBD lists AED 3,150 including VAT for a completed property, which is one bank's published charge. Check the current amounts.

Can I value my property online?

Online estimates and portal averages are rough benchmarks, not a DLD valuation certificate or a lender's independent valuation. For a rough range, DLD's Real Estate Data page shows registered transactions. For a certificate, apply to DLD, which lists an instant service for residential units once the application requirements are met, or use an accredited valuer.

How long is a valuation valid?

DLD's Dubai Real Estate Valuation Guide says reports from accredited valuers are valid for 3 to 6 months from the date of issuance, unless otherwise agreed with the client or required by RERA. Validity can also depend on the purpose and the requesting institution, so check the certificate and the organisation that needs it rather than assuming one period.

What happens if the bank values my property below the price?

The bank applies the CBUAE loan limit to the value, and Property Finder reports that banks use the lower of the price and their valuation. On a AED 1,500,000 price valued at AED 1,400,000, an 80% loan falls from AED 1,200,000 to AED 1,120,000, so you add AED 80,000 in cash.

Is the DLD registration fee based on valuation or sale price?

For a sale it is based on the sale value: DLD lists 2% for each party. For a gift to a relative it is based on a valuation, at 0.125% with a minimum of AED 2,000. The fee for an inheritance transfer is a flat AED 1,000 per property plus title deed and map fees.

Does the Golden Visa use the valuation or the purchase price?

DLD's current investor service requires a qualifying property value of AED 2 million, wholly owned by the applicant, and specifies its own documentation. A mortgaged property can qualify with a bank no-objection letter showing the paid amount and the balance. A private or bank valuation should not be assumed to establish eligibility by itself, so confirm your case with DLD.

Who can value a property in Dubai?

Banks use valuers from their own approved lists, and the CBUAE requires them to be qualified and independent of the borrower, seller and developer. For a private valuation, DLD publishes a list of valuation companies accredited by RERA, and you can verify a valuation certificate free through DLD's verification service.

How do I check what similar properties sold for?

Use DLD's Real Estate Data page. You can search sales by date, area, ready or off-plan and property type, and download the transactions, which show the amount, size, rooms and nearest metro. It does not show condition, floor or view, so treat it as a range rather than a price for your unit.
