Freehold Areas in Dubai: The Complete 2026 List for Foreign Buyers

Foreigners can own Dubai property outright in designated freehold areas established under Regulation No. 3 of 2006. What began as roughly 23 zones has grown past 60 communities, from Downtown and the Palm to value districts like Arjan, JVC and Dubailand Residence Complex. Ownership is perpetual, registered in your name, with no residency requirement.
The question behind every first conversation with an overseas buyer is where. Not whether foreigners can buy in Dubai, that answer has been yes for two decades, but where exactly the map opens up, and what the ownership actually amounts to once your name is on a title deed. Here is the current picture, grounded in the regulation rather than the folklore.

Where can foreigners buy property in Dubai?
In the designated areas: plots specified by regulation where non-UAE nationals may hold absolute freehold title, long-term usufruct, or 99-year leasehold. The framework dates to Regulation No. 3 of 2006 and has been extended repeatedly since, most recently and notably in January 2025, when the Dubai Land Department enabled 128 plots along Sheikh Zayed Road and 329 plots in Al Jaddaf to convert to freehold for all nationalities, pushing full ownership into corridors that were previously off the map. The list today spans more than 60 communities. No consolidated official count is published, so treat any blog quoting an exact number with suspicion, ours included; for a specific building, the definitive check is the plot's status with the DLD.
The freehold map, grouped by budget
Grouping by entry price is more useful than alphabetical lists, so here is the market as a buyer actually shops it, with indicative apartment entry levels from H1 2026 asking data.
Entry band: first purchases and yield hunters
- International City: Dubai's lowest-priced freehold cluster, soon a Blue Line corridor; studios from ~AED 400K
- Dubailand Residence Complex (DLRC): emerging low-rise district beside the future Blue Line terminus cluster; 1BR from under AED 1M
- Arjan: landscaped, family-leaning, beside Miracle Garden; strongest yields in this band; 1BR from ~AED 800K
- JVC: the volume market: huge choice, heavy pipeline; 1BR from ~AED 800K
- Dubai South: Expo City and airport growth story at the lowest per-foot pricing; 2BR avg AED 1.41M
- Motor City: established, green, Emicool-cooled community; apartments ~AED 700K up
Mid band: established communities
- Business Bay: central towers on the canal, corporate tenant base; 2BR avg AED 2.49M
- JLT: lakeside towers, strong rental liquidity; 1BR from ~AED 1.2M
- Dubai Hills Estate: master-planned, park-centred, family demand; 2BR avg AED 2.78M
- Dubai Creek Harbour: Emaar's next flagship district, future Blue Line showpiece station; 1BR from ~AED 1.5M
- Emaar South: golf community near Al Maktoum airport; townhouse-led
Prime band
- Dubai Marina: the rental icon: waterfront towers, deep tenant demand; 2BR avg AED 2.77M
- Downtown Dubai: Burj Khalifa district, global trophy address; 2BR avg AED 4.39M
- Palm Jumeirah: beachfront scarcity, highest rents in the city; 1BR rents avg AED 169K
Also freehold and worth knowing: Jumeirah Beach Residence, Town Square, Damac Hills, Al Furjan, Discovery Gardens, The Greens and Views, Silicon Oasis, Sports City, Studio City, Majan and the wider Dubailand residential districts, among others. Villas add their own map: Arabian Ranches, The Springs and Meadows, Palm and Emirates Hills at the top end.

What does freehold actually mean for a foreigner?
Absolute ownership, recorded at the Dubai Land Department with a title deed in your name. No time limit, no ground rent; your ongoing obligation is the RERA-regulated service charge that maintains the building. You can sell, lease, mortgage and pass the property to heirs, and DIFC wills give common-law buyers a clean inheritance route, covered in our DIFC wills guide. Ownership does not require UAE residency, though property at AED 2 million or above can unlock the ten-year Golden Visa, a separate process covered in our Golden Visa guide. For the deeper legal distinction between freehold and leasehold tenure, our freehold vs leasehold guide carries the detail.
Can foreigners buy outside the freehold areas?
Outside designated areas, ownership in mainland Dubai is generally reserved for UAE and GCC nationals. Foreign buyers can still hold long-term rights in some locations through usufruct or leasehold structures, essentially long-duration use rights rather than title, explained in our usufruct vs freehold guide. In practice the designated map is now so broad that most buyers never need the alternatives; the list covers effectively every community an overseas buyer is likely to shortlist.
How to verify a specific building is freehold
- Ask the developer or broker for the plot's designated-area status, then verify against the DLD rather than taking a listing's word.
- Check the project on the Dubai REST app; registered freehold projects show their details.
- On resale, the seller's title deed itself is the proof: a foreign-held deed means a designated plot.
- For off-plan, confirm the project is RERA-registered; our off-plan risks guide carries the full checklist.

The takeaway
The freehold map keeps widening, and the January 2025 Sheikh Zayed Road and Al Jaddaf conversions signal the direction: more of Dubai opening to full foreign ownership, not less. For buyers, the practical question has shifted from where am I allowed to buy to which band matches my budget and purpose. Both Pearlshire developments sit in the entry band's strongest corners: Bond Enclave in freehold Arjan and Bond Living in freehold DLRC, open to all nationalities, title deed in your name.
How many freehold areas are there in Dubai?
More than 60 designated communities, up from around 23 when the 2006 regulation was issued. No exact consolidated count is officially published, and the list continues to grow, most recently with Sheikh Zayed Road and Al Jaddaf plot conversions announced in January 2025.
Is Arjan a freehold area?
Yes. Arjan in Dubailand is a designated freehold area where buyers of any nationality can own apartments outright with a DLD title deed.
Is Dubailand freehold?
Dubailand's residential districts, including Dubai Land Residence Complex, are freehold for foreign buyers. Individual plots can always be verified with the DLD before purchase.
Do freehold owners in Dubai pay ground rent?
No. Freehold is absolute ownership with no ground rent. Owners pay annual service charges for building upkeep, regulated under Dubai's jointly owned property law.
Can I get residency by buying freehold property in Dubai?
Property ownership of AED 2 million or more can qualify you for the ten-year Golden Visa, and lower thresholds exist for shorter visas. Ownership itself has no residency requirement either way.
